User & Group Management Functionality

Suggestion for when Group and User UI is being created.

Admin of datahub should be able to add group manager. This may correspond to team lead for a team in the company
Group manager is able to add or remove existing users in datahub in their groups. This allows team lead to add people when someone new joins their team
This will allow to onboard teams faster in datahub. Datahub admin will just need to give permissions to group and add managers to group. Then team leads can manage their own teams. It allows to get the work of user management to go away from datahub admin.
