Show Ingestion tab without enabling managed ingestion

We don’t use managed ingestion, but we find the Ingestion view very usable to have an overview on all our sources.

At the moment this view is linked to the managed ingestion flag. We had to disable managed ingestion due to this validation.

It would be very useful if we could have the view enabled in a read-only way.
